They are not as strong as properly installed polymeric sand, but they need no stripping and they are a reasonable answer for a patio with light traffic and joints that are eroded rather than empty.
Option Three: Clean the Joints Only
A middle path. Rather than stripping the entire surface, clean out the joints thoroughly — pressure washing along the joints, or a powered joint cleaner — which removes old sand and much of the sealer film from the joint walls specifically. It is imperfect, since some sealer remains, but it recovers a substantial part of the bond and is far less work than a full strip.

Clean the pavers and clear the joints
Remove old sand, weeds and debris. Joints need to reach the manufacturer minimum depth, usually an inch to an inch and a half.
Let everything dry completely
A full dry day after any washing, and longer in cool or humid weather. Joints hold moisture long after the surface looks dry.
Install polymeric sand in stages
Sweep in, consolidate by tamping or vibrating, top up, and repeat until joints sit about an eighth of an inch below the paver surface.
Clear the paver faces completely
Broom, then a leaf blower at a shallow angle. This is the step that prevents permanent haze.
