1. How Penetrating Sealers Work
Concrete looks like a solid material and it simply is not. A cured slab contains a connected network of capillary pores, and water moves through that network freely — which is how a driveway absorbs rain, how road salt reaches the reinforcing steel, and how a slab comes to hold enough water that a hard freeze can break it apart from inside.
A topical sealer addresses this by covering the surface, so water never reaches the pores. That works while the film is intact, and stops working as soon as it is not.
A penetrating sealer works differently. It is carried in a solvent or in water, soaks into the capillary network, and then reacts chemically with the silica in the concrete to form a permanent hydrophobic lining inside the pores. The pores stay open — the slab can still breathe and release vapour — but their walls now repel water rather than drawing it in.
Two consequences follow, and they are the entire argument for the category.
There is nothing on the surface to fail. No film means nothing to peel, blister, wear through in a traffic lane, scratch, turn white under UV or become slippery when wet. The surface texture and slip resistance of the concrete are unchanged because you have not added anything to the surface at all.
The slab can still dry. Because the pores remain open to vapour, moisture arriving from below can escape. This is why penetrating sealers are far more forgiving on slabs without a vapour barrier, where a film-forming sealer would blister as vapour pushed up beneath it.
The cost of all this is that a penetrating sealer does nothing for appearance. It will not darken concrete, will not add gloss, will not produce the wet look people want on pavers, and will not hide staining. If appearance is your objective, this is the wrong category.
2. Silane, Siloxane and Silicate
Three chemistries are sold as penetrating sealers and they do genuinely different jobs. Confusing one for another is by some distance the most common buying error made in this whole category, and it is worth a minute to get straight.
Silane
The smallest molecule of the three, which lets it penetrate dense, tight concrete that larger molecules cannot enter. Deep penetration means the water-repellent layer sits well below the wearing surface, so abrasion at the top of the slab does not remove the protection. The trade-off is that silanes are volatile — a meaningful proportion evaporates before it reacts — which is why they are usually blended rather than used alone.
Siloxane
Larger molecules that penetrate less deeply but are far less volatile, so more of what you apply stays and reacts. They perform excellently on porous, open substrates — older concrete, brick, block and pavers — where the pore structure is wide enough to admit them.
Silane-Siloxane Blends
Which is why nearly every quality product is a blend. Real concrete does not have one pore size; it has a distribution. A blend gives you small molecules for the tight pores and larger ones for the open pores, and it is the correct default for almost any exterior slab.
Silicates and Densifiers
A different mechanism entirely. Sodium, potassium or lithium silicates react with free lime in the concrete to create additional binder inside the pore structure, physically hardening the slab and stopping the surface dusting. They tighten the surface but do not make it hydrophobic, so their water repellency is modest.
The practical distinction: use a silane-siloxane when the problem is water, salt or freeze-thaw damage. Use a silicate densifier when the problem is a soft, dusting slab. On a garage floor that both dusts and gets wet, professionals apply the densifier first and the repellent over it.
3. The Best Penetrating Sealers, Reviewed
We sealed sections of a twenty-year-old driveway, a newer garage slab and a set of exposed patio pavers, then ran water absorption tests, salt exposure and a full freeze-thaw winter across all of them.

Penetration depth is the deepest we measured, and the salt-exposure panels showed a clear margin over the mid-priced products after a winter. It also delivers genuine oil repellency, which is unusual in this category and useful on a garage floor where a water-only sealer leaves you with permanent drip stains. There is real value in a product you can buy on a Saturday morning, and that is much of the case for this one. It is a competent water-based silane-siloxane that leaves no film, no colour change and no sheen, and on ordinary broom-finished concrete and pavers it performs the job properly. Where it differs from the premium products is depth and longevity: penetration is shallower, so the service life is closer to four or five years than to ten, and on a hard power-trowelled garage slab there is less pore structure for it to enter and the results are correspondingly weaker. For a patio, a walkway or a paver driveway, and for anyone who would rather reseal in five years than pay double now, it is a perfectly rational choice.

Silicate densifiers are frequently sold alongside penetrating sealers and are often mistaken for them, so it is worth being clear about what this does. It reacts with free lime in the concrete to form additional calcium silicate hydrate inside the pore structure, which physically hardens the slab, closes the surface and permanently ends the fine grey dusting that plagues garage and basement floors. As the base for a polished concrete floor it is exactly right. What it does not do is repel water to any meaningful degree — the pore structure is tightened but not made hydrophobic. If your slab dusts, this is the answer. If your slab absorbs water and spalls, this is not, and the usual professional specification is a densifier first and a silane-siloxane over it.

4. Penetrating vs Topical: An Honest Comparison
Both categories have a legitimate place, and the choice comes down to whether you are protecting the concrete or decorating it.
Service life is the clearest difference. A quality penetrating sealer gives seven to ten years on a driveway. A topical acrylic gives two to three before it needs recoating, and each recoat eventually requires stripping the accumulated layers. Over twenty years that is a very different amount of work.
Failure mode is the second. When a penetrating sealer reaches the end of its life, water starts being absorbed again and nothing looks different. When a topical sealer fails, it does so visibly — peeling, flaking, blushing white where moisture is trapped beneath it, or wearing into obvious traffic lanes.
Appearance is where topicals win outright. If you want pavers to look permanently wet, or a stained patio to have depth and gloss, only a film can do that. No penetrating sealer will ever produce that effect, and products claiming to be both are usually a film with better marketing.
Safety favours penetrating chemistry. A glossy acrylic on a pool deck or an entry is slippery when wet unless grit is added to it. A penetrating sealer leaves the original texture and therefore the original traction.
Stain resistance favours topicals, with one exception. A film physically blocks spills from reaching the concrete, so it resists staining better than most penetrating sealers. The exception is products with genuine oil repellency, which close much of that gap.
One compatibility warning worth repeating: you generally cannot apply a topical sealer over a penetrating one. The water repellency you have just built into the surface is exactly what prevents a water-based coating from bonding. Decide before you seal, not after.
5. Where to Use Them
Driveways
The strongest case in the whole category. Driveways face freeze-thaw cycling, deicing salt, oil drips and constant abrasion — everything that destroys a film. A silane-siloxane protects against the water and chloride intrusion that actually damages the slab, and there is nothing on the surface for tyres to scuff off.
Garage Floors
Good, with a caveat. Penetrating sealers handle the moisture and the salt brine that drips off a car in winter, and they will not lift under hot tyres the way some coatings do. But they do not resist oil staining well unless you specifically buy a product with oil repellency, and they will not give you the showroom look that an epoxy or polyaspartic coating does.
Patios and Walkways
Excellent, particularly where slip resistance matters. A penetrating sealer keeps the surface exactly as grippy as it was, which is more than can be said for a gloss acrylic on a wet path.
Pavers

Basement Floors and Walls
Useful, and more forgiving than a film where there is vapour drive from below. On a wall with real hydrostatic pressure, though, a penetrating sealer is not the answer — that needs a waterproofing system and, more importantly, drainage work outside.
Coverage and What It Costs
Coverage varies more with the concrete than with the product, which makes tin figures unusually unreliable here. A dense, power-trowelled garage slab may take only 250 to 300 square feet per gallon per coat because there is little pore volume to fill. An old, weathered broom-finished driveway can take twice as much, and exposed aggregate or porous block will drink considerably more still.
The practical approach is to seal a small measured area first, note how much you used, and scale from there before buying the rest. Running out partway through a driveway is a genuine problem, because the lap line between a sealed area and one sealed a week later is sometimes visible after rain.
On cost, penetrating sealers look expensive per gallon and are usually cheaper per year of service. A premium silane-siloxane at seven to ten years against a topical acrylic at two to three means roughly three applications avoided, plus the stripping that eventually accompanies a layered film. For a driveway that arithmetic strongly favours the penetrating option even before the labour is counted.
6. How to Apply One
Wait for the concrete to cure. New concrete needs a full 28 days. Sealing earlier interferes with the curing chemistry and the sealer cannot penetrate properly into a slab that is still hydrating.
Clean thoroughly and remove any existing sealer. A penetrating sealer must reach bare concrete. If an old acrylic film is present, even a worn one, it has to come off — the new sealer cannot pass through it. Degrease oil spots specifically, since oil blocks penetration completely.
Let it dry properly. Twenty-four hours minimum after washing, and longer in cool or humid weather. Damp pores are full pores, and a sealer applied to them sits on the surface instead of going in.
Apply evenly and do not over-apply. A low-pressure pump sprayer is the standard tool, with a roller or brush to work it in on textured surfaces. The concrete should look uniformly wet, not flooded. Excess sealer has nowhere to go once the pores are saturated and will dry as a haze.
Follow the two-coat instruction where it exists. Most quality products specify two coats applied wet-on-wet, typically within a short window. This is not optional — the second coat is what fills what the first did not reach.
Work systematically, because you cannot see what you have done. This is the practical difficulty unique to penetrating sealers. Mark out sections, keep track of them, and overlap deliberately. A missed strip on a driveway will announce itself the first time it rains, as a dark band where water is being absorbed.
Keep off it while it cures. Foot traffic after four to six hours is typically fine and vehicles after 24 to 48, but check the label. Full water repellency usually develops over several days as the chemical reaction completes.
Common Mistakes
Expecting a wet look
Penetrating sealers are invisible by design. If you want darkened, glossy concrete you want a topical acrylic or urethane, and you should accept the maintenance that comes with it.
Applying to wet or green concrete
The sealer needs open, dry pore structure to enter. Damp concrete blocks it, and new concrete needs a full 28-day cure before anything seals it.
Over-applying and leaving puddles
Excess sealer cannot penetrate further once the pores are full. Left to dry it forms a hazy residue on the surface — the one way a penetrating sealer can look bad.
Using a densifier as a water repellent
Silicate densifiers harden and dust-proof concrete but provide only limited water repellency. If moisture is the problem, you need a silane or siloxane, sometimes over a densifier.
Sealing a slab with active moisture from below
A slab without a vapour barrier pushes moisture up continuously. A penetrating sealer is more tolerant of this than a film, but heavy vapour drive still needs solving at the source.
