The One Case Where More Water Helps

If you watered too lightly and realise the same day, a careful second saturation can still reach and activate the dry binder underneath. Beyond roughly a day, the surface has cured into a crust that sheds water rather than letting it through, and further watering just runs off. Every other cause on this list is not fixable with a hose.
2. Cause One and Two: Water, Too Little or Too Much
Too Little Water
The most common cause by a wide margin. Polymeric sand needs saturating through the full depth of the joint, and a quick pass with a hose wets perhaps the top quarter inch. The polymer there activates and forms a crust; everything beneath stays dry, loose and unbound. Because the surface looks and feels convincingly hard, people do not discover the problem until the crust breaks underfoot or in a storm.
Manufacturers specify watering in several light passes precisely to avoid this — each pass soaks in and carries water deeper rather than running off. The test is not whether the surface is wet but whether water is reaching the bottom of the joint, which in practice means watering until you see water standing briefly in the joint before it drains.
Too Much Water, or Too Fast
Overwatering causes a different failure that presents similarly. A heavy flow or a jet nozzle carries the binder out of the joint before it can react with the sand, depositing it on the paver faces where it cures as haze. What is left in the joint is sand with insufficient binder, which never develops strength no matter how long you wait.
This one is not recoverable by watering, because the binder is physically no longer in the joint. The sand has to come out and be replaced. The presence of haze on the paver surfaces alongside soft joints is the signature of this failure, and it distinguishes it from simple under-watering.
3. Cause Three: Temperature and Humidity
Polymeric sand cures chemically, and like most chemical reactions it slows dramatically as temperature falls. Below that threshold the reaction does not stop permanently so much as stall. Humidity Slows the Cure

The binder is consumed forming small hard clumps in isolation rather than a continuous bound mass. The signature is distinctive: pockets of genuinely hard material scattered through sand that is otherwise loose. Nothing recovers this — the binder has already reacted.
Old, Damp or Spoiled Product
Polymeric sand has a shelf life, and its enemy is exactly what activates it. A bag that has been stored in a damp garage, has sat on a concrete floor absorbing moisture, or has been opened and resealed for a season may have partially reacted inside the bag. It will pour and sweep normally and simply never harden.
Check the bag before blaming your technique. Hard lumps inside a sealed bag are a clear sign the product has taken on moisture. Store polymeric sand off the floor, sealed, and under cover, and buy fresh for each project rather than carrying a part-used bag through a winter.
A Practical Precaution
Test a small area before doing the whole patio.
Install and water a couple of square feet, wait 24 hours in decent weather, and press a screwdriver into it. Ten minutes of work and one day of patience confirms both your product and your technique before you commit an entire patio and several bags to the same method.
5. How to Fix Joints That Never Hardened
Once you have established the cause, the path forward is fairly clear-cut.
If you under-watered today, water again properly
The only genuinely recoverable case. Saturate in several light passes until water reaches the joint bottom. Beyond about a day the surface crust sheds water and this stops working.
If the weather was cold or humid, wait
Give it several more days of warm dry weather, or in late autumn wait for spring. Stalled cures sometimes complete; excavating in October is premature.
Otherwise, remove the failed sand
A shop vacuum, joint scraper or stiff brush. Loose sand comes out readily. Any hard clumps need breaking up and lifting out with it.
Verify your product before reinstalling
Open a fresh bag and check for lumps. If the old bag had hardened material inside, it was the problem and reusing it repeats the failure.
Confirm the joints are bone dry
A full dry day after any washing or rain. This is the step that caused the failure in the damp-joint case.
Reinstall in stages with consolidation
Sweep in, tamp or vibrate, top up, repeat until joints sit about an eighth of an inch below the paver surface.
Clear the paver faces completely
Broom and then a leaf blower at a shallow angle before any water touches it.
Water correctly and watch the runoff
Shower setting, several passes, saturating the full depth. Milky runoff means binder is leaving the joints.

Repairing Sections Rather Than the Whole Patio
Sectional repair is legitimate when the sound joints genuinely are sound. Test them properly first — press a screwdriver into several joints across the good area rather than judging by appearance, because a surface crust over loose sand feels convincing underfoot.
Be aware of two practical consequences. Freshly installed polymeric sand often differs slightly in colour from sand that has weathered for a season, and that difference can persist. And the boundary between old and new joints is a discontinuity where water tends to find a path, so it is worth extending the repair a joint or two beyond the visibly failed area rather than stopping exactly at the edge.
