Horizontal cracking in a block wall, stair-stepping through mortar joints, or a wall that is visibly bowing is a structural matter, not a moisture one. Coating over it hides the evidence of an ongoing problem. Get it looked at before anything goes on the surface.

Choose Ames Blue Max instead if the wall cracks, KILZ Basement & Masonry if the room is being finished and the wall has never been wet, and RadonSeal if the wall is dense poured concrete and you would rather seal it from within than coat it.
Then spend your effort where it actually decides the outcome: strip back to bare masonry, brush efflorescence off dry, fill every crack, and put on two full coats. A mid-priced product applied that way will outlast the most expensive coating on the shelf rolled thinly over old paint — and if water is arriving under pressure rather than seeping through pores, put the brush down and fix the drainage first.
