Epoxy is designed to key mechanically into open concrete pores. Painted concrete has no open pores — it has a film of paint. Coat over it and you have not bonded epoxy to your slab; you have bonded epoxy to a layer of paint, and the whole floor now depends on how well that paint was applied by someone else, years ago.
1. The Short Answer: You Can, But You Probably Should Not

The Failure You Are Risking

When this goes wrong, the epoxy and the paint lift off the concrete together as a single sheet, usually starting where a tyre sits. You then have a removal job that is substantially harder than the one you avoided, because you are stripping two bonded layers instead of one.
The recommended path in almost every case is removal: grind the paint off, expose and profile the concrete, and coat a properly prepared slab. That is what every epoxy manufacturer’s data sheet asks for, and it is the difference between a floor that lasts a few years and one that lasts a decade or more.
2. How to Test Whether the Paint Will Hold
If you are seriously considering coating over rather than removing, test first. These take minutes and they are far cheaper than discovering the answer after the epoxy is down.
The tape test
Score a small crosshatch through the paint with a utility knife, press strong tape firmly over it, and pull sharply. If paint lifts off with the tape, the bond is already failing and nothing should be coated over it.
The scrape test
Work a putty knife under an edge or at a chip. Sound paint resists and comes away only in small flakes. Paint that peels back in sheets is not a foundation for anything.
The water test
Sprinkle water in several places. If it beads and sits, the surface is sealed and non-porous, which tells you nothing will penetrate. If it soaks in somewhere, the paint has worn through there and the floor is a patchwork of two different substrates.
Check for hot tire damage
Look where the cars park. Lifted, softened or tread-marked paint in the tyre positions means the paint cannot survive that heat, and adding epoxy on top does not change what is underneath.
Identify the paint if you can
Latex or acrylic floor paint is a poor base for epoxy. An old epoxy or urethane coating in sound condition is a considerably better one. If you have no idea what it is, treat that as an argument for removal.
The honest reading of these tests: passing them all means coating over is a defensible compromise. Failing any one of them means removal, because a single failing area will spread underneath the new coating and take the surrounding floor with it.
3. How to Remove the Paint Properly
This is the recommended route, and it is more accessible than most people expect because the equipment can be rented by the day.
Diamond Grinding
A walk-behind concrete grinder with diamond tooling removes coatings and simultaneously profiles the concrete, which is exactly the two-in-one outcome you want. Connected to a dust extractor it is a manageable, if noisy, day’s work for a single garage. This is what professional installers use and it produces the best possible substrate.
Shot Blasting
A shot blaster propels steel media at the floor and recovers it, stripping the coating and leaving an aggressive profile. It is fast and clean on large areas, less commonly rented for a single residential garage, and it can be over-aggressive on soft or damaged concrete.
Chemical Stripping
Strippers soften the paint so it can be scraped away. This is the option that needs no heavy equipment, but it is slow, messy, generates waste that needs proper disposal, and — critically — it does not profile the concrete. After stripping you still have to grind or at minimum aggressively etch, so it adds a step rather than replacing one. Reserve it for edges and corners the grinder cannot reach.
- Rent a grinder with a dust shroud and connect a proper extractor; concrete dust is a genuine respiratory hazard.
- Wear eye protection, a P100 respirator and hearing protection.
- Work edges and corners with a hand grinder or an edging attachment.
- Expect the floor to look mottled afterwards — you are aiming for profile, not appearance.
- Vacuum thoroughly, then vacuum again; dust left behind is a bond breaker.
4. If You Decide to Coat Over Anyway
There are legitimate reasons to accept the compromise — a rental property, a floor you expect to redo in a few years, a budget that does not stretch to grinding. If that is the decision, these steps give it the best chance.
Remove everything loose
Scrape off every flake, blister and peeling area. Anything that lifts willingly must come off, or the new coating will lift with it.
Feather the edges of what remains
Sand the boundaries between remaining paint and bare concrete so they taper. A hard edge telegraphs through the finished epoxy as a visible line.
Abrade the entire painted surface
Sand or lightly grind the whole floor to dull the paint and create mechanical tooth. Epoxy will not grip a smooth, glossy paint film.
Degrease thoroughly
Clean the whole floor and treat oil stains specifically. Contamination under the new coating causes localised failure regardless of everything else.
Vacuum and tack off all dust
Sanding dust is a bond breaker. Vacuum, then wipe with a damp cloth and let it dry completely.
Test a small area first
Coat a square foot, let it cure fully, then try to lift it with a scraper. This is the only real proof before committing the whole floor.
Use an epoxy primer designed for coated substrates
Some manufacturers offer primers formulated to bond to existing coatings. Check the technical data sheet rather than assuming a standard product will work.
Set Your Expectations Accordingly
Assume the shorter lifespan and plan for it.
A well-executed epoxy over sound paint can look excellent and serve for a few years. What it will not do is deliver the eight to twelve years of a high-solids system on prepared concrete, because the paint underneath sets the ceiling. Budget for redoing it sooner rather than being surprised.
5. Specific Situations That Change the Answer
Over an Existing Epoxy Floor
This is a genuinely different and far more favourable case. Epoxy bonds well to epoxy provided the existing coating is sound and properly abraded. Scuff-sand the whole floor to dull the gloss, clean it thoroughly, and recoat. If the existing epoxy is peeling or blistering, however, the same rule applies — the failure is at its bond line and nothing on top will fix that.
Over Concrete Sealer
Poor. A penetrating sealer has deliberately filled the pore structure that epoxy needs to key into, which is the opposite of what you want. Film-forming sealers present the same problem as paint. Sealed concrete needs grinding, and a water test that beads rather than soaks is your indication that a sealer is present.
Over Partially Worn Paint
The most common real-world situation and one of the trickiest. A floor where paint remains in the corners but traffic has worn through to bare concrete in the middle is two substrates in one room, and epoxy behaves differently on each — different absorption, different sheen, different bond strength. This patchwork is a strong argument for removing everything and starting from one consistent surface.
Over Paint With Any Moisture Sign
If the existing paint shows blistering, bubbling or white powdery deposits, the slab is likely transmitting moisture vapour. Adding epoxy makes that worse by adding a second impermeable layer. Test with a taped plastic sheet overnight and address the moisture before considering any coating.
6. Why Garage Floor Paint Fails in the First Place
Understanding why the existing paint is in the condition it is in tells you a great deal about whether anything should go on top of it.
Garage floor paint — typically a latex or acrylic product, sometimes an alkyd — forms a thin film that sits on the concrete rather than keying into it. It was usually applied with minimal preparation, often nothing more than sweeping and perhaps an acid etch, because that is what the product instructions call for. The film is thin, comparatively soft, and has modest adhesion by design.

Only that last row is a reasonable candidate for coating over, and even then it is a compromise rather than a recommendation. Every other row describes a floor where the existing paint is telling you plainly that it cannot support another layer.
7. Common Mistakes to Avoid
Assuming Epoxy Will Stick to Anything
Epoxy bonds mechanically into open concrete pores, and a painted floor has none — it has a film. Coating over paint means the entire system depends on that paint’s grip on the slab, which for typical garage floor paint is the weakest link in the assembly. Test before you assume it will hold.
Coating Over Paint That Fails the Tape Test
If a crosshatch and a strip of tape lifts paint off the concrete, the bond has already failed and adding epoxy simply attaches a stronger, heavier layer to something that is letting go. The result is both layers coming off together, which is a harder removal job than the one you were avoiding.
Chemically Stripping and Then Coating Immediately
Stripper removes the paint but leaves the concrete unprofiled and often with residue in the pores. Epoxy applied to a stripped-but-unground slab bonds poorly. Stripping is a step before grinding, not an alternative to it — reserve it for edges and corners the grinder cannot reach.
Coating a Floor That Is Half Paint and Half Bare Concrete
The two substrates absorb differently, cure differently and bond with very different strength, so the finished floor varies in sheen and fails first along the boundaries. If traffic has worn through the paint in the middle of the garage, remove all of it and coat one consistent surface.
Ignoring Blisters in the Existing Paint
