1. Why Paint Fails on Cinder Block
Concrete block presents four distinct problems all at once, and ordinary wall paint is designed to handle none of them.
It is extremely porous. The face of a standard block is riddled with open voids — you can see them without magnification. Paint applied directly runs into those voids, so a coat that would cover a hundred and fifty square feet of drywall covers perhaps sixty of block, and still leaves pinholes across the whole surface.
It is alkaline. Portland cement is strongly alkaline, and that alkalinity attacks conventional paint binders in a process called saponification — the binder is chemically broken down, the colour shifts, the film chalks, and adhesion goes. New masonry is worst, but even old block has enough residual alkalinity to matter.
It moves. Masonry walls expand and contract with temperature, and block walls develop hairline cracks along mortar joints as a matter of course. A rigid coating cannot follow that movement and cracks with it.
It transmits moisture. Block behaves as a wick. Water sitting in the ground behind a basement wall, or driving rain landing on an exterior one, travels straight through the block and emerges at the painted face. When it does, it pushes the coating off from behind — which is why blistering paint on masonry is nearly always a moisture problem rather than a paint problem.
A masonry system solves all four: a filler for the porosity, alkali-resistant chemistry, an acrylic binder for flexibility, and a permeability appropriate to how wet the wall is. Miss any one and the wall fails at that point.
2. Block Filler Is Not Optional
If you take one thing from this page, take this. The most common reason a painted block wall looks disappointing is that nobody filled it first.
A block filler — sometimes sold as a block surfacer — is a very high-solids primer whose purpose is to bridge and fill the open pores in the block face rather than merely to seal it. It goes on thick, it is hard work to roll, and it turns a pitted surface into a continuous one.
A standard primer cannot do this. It is formulated to be thin enough to penetrate and promote adhesion, so on block it soaks into the voids and leaves them exactly as open as they were. The topcoat then has to bridge those voids on its own, which it cannot, and the result is a wall covered in tiny pinholes that collect dirt and look unfinished from any distance.
The economics also favour filling. Block filler is cheaper per gallon than good topcoat, and it dramatically reduces how much topcoat the wall absorbs. Filling first typically means two coats of finish paint instead of three or four, so the extra step frequently pays for itself outright.
It is worth noting that block filler can be tinted towards your topcoat colour at most paint counters, which costs nothing and makes the finish coats cover more evenly — particularly when going to a dark colour over grey block, where an untinted white filler will otherwise show through at every high point.
On standard smooth-face block, one coat of filler is usually enough. On split-face, textured or particularly coarse block, plan for two. Roll it with a three-quarter inch or one-inch nap and work it into the surface rather than laying it on top — back-rolling every section while it is wet is what actually drives it into the voids.

4. Deal With Moisture First
On a basement or below-grade block wall, this section matters more than the paint choice. Coatings applied over an active moisture problem fail, and they fail in ways that make the eventual repair worse.
Start by identifying whether the wall is genuinely wet or merely condensing. Tape a square of plastic sheet tightly to the block and leave it for two days. Moisture on the underside, against the block, means water is coming through the wall. Moisture on the room side means humid air is condensing on cold masonry — an entirely different problem solved with ventilation and dehumidification rather than with coatings.
If water is coming through, look outside before reaching for a product. Gutters discharging at the foundation, ground sloping towards the house, and blocked or missing drainage account for the substantial majority of wet basement walls, and all three are cheaper to fix than any coating system. A waterproofing paint applied to a wall with a downspout emptying against it outside is a delaying tactic.
Efflorescence — the white chalky bloom — is a diagnostic sign rather than a cosmetic one. It is mineral salt left behind by water that has travelled through the block and evaporated at the surface. Its presence is proof that water is actively moving through the wall. Brush it off and it will come back until the water stops.
There is also a real argument against sealing damp block tightly from the inside. Water that cannot evaporate at the interior face stays in the block, and in a cold climate it freezes there. Freeze-thaw cycling spalls the face of the block, and when the coating eventually lets go it brings the surface of the masonry with it. Where a wall is genuinely wet and cannot be fixed from outside, a breathable finish that lets the wall dry inward is often the wiser compromise.
Interior Block vs Exterior Block
The two cases pull in opposite directions and it is worth being explicit about which one you are solving. An exterior block wall is exposed to driving rain, UV and a full seasonal temperature swing. Flexibility and UV stability matter most, which is why elastomeric coatings earn their place there — they bridge the hairline cracking that any block wall develops along its mortar joints, and they keep bridging it as the wall moves.
An interior below-grade wall faces no UV and very little temperature movement, but it does face moisture arriving from behind under pressure. Here flexibility matters little and permeability matters a great deal. A thick, impermeable elastomeric coating applied to the inside of a damp basement wall is close to the worst option available, because it seals the one face through which the block could otherwise dry.
A garage or workshop wall above grade sits between the two and is the easiest case of all — no hydrostatic pressure, no UV, and usually dry block. That is where a straightforward filler and acrylic topcoat performs best and costs least.
5. Preparation Step by Step
Let new block cure. A minimum of 28 days, longer in cool or damp weather. New masonry is at its most alkaline and painting early guarantees alkali burn.
Remove everything loose. Wire brush the whole surface. Old flaking paint, laitance, dust and mortar smears all have to go — the coating can only be as well attached as what it is attached to.
Deal with efflorescence properly. Brush it off dry first, then wash with a masonry cleaner if deposits remain. Do not paint over it, and treat its reappearance as evidence the moisture source is still active.
Repair cracks and voids. Hairline cracks can be bridged by an elastomeric coating; anything wider than about a sixteenth of an inch wants hydraulic cement or a masonry patching compound first. Repoint failed mortar joints before painting rather than after.
Wash and rinse. A pressure washer on a low setting works well outdoors; a stiff brush and detergent indoors. Rinse thoroughly, because detergent residue interferes with adhesion.
Let it dry completely. Block holds water far longer than the surface suggests — allow several days after washing, and longer in humid conditions. This is the step most often rushed.
Test the alkalinity if the block is newer than a few months. Inexpensive pH strips wetted against the surface will tell you. Above roughly pH 10, wait longer or use a coating specifically rated for high-alkalinity masonry.
6. Application and Coverage
Budget for far more paint than the tin implies. A block wall's real surface area is several times its measured area once you account for the texture and the open pores, and coverage figures on the label are quoted for smooth substrates. As a working rule, expect a block filler to cover around 75 to 100 square feet per gallon, and a topcoat over filled block to cover perhaps 250 — well below the 400 the tin will claim.
Use a heavy nap roller — three-quarter inch as a minimum, one inch on rough block — and a brush for mortar joints and corners. The roller carries material into the recesses; the brush is what gets it into the joints, which are the deepest part of the surface and the first place a thin coat shows.
On the first coat of any filler or waterproofer, work the material into the surface rather than spreading it across. Some manufacturers specify brush application for the first coat for exactly this reason, and where they do, the warranty usually depends on it.
Respect the recoat intervals. Thick masonry coatings hold solvent and water for longer than their surface suggests, and recoating a filler before it has properly dried traps moisture that will later blister the topcoat. When the label says four hours and the room is cold and damp, give it a day.
Finally, paint in reasonable conditions. Most masonry coatings want a surface temperature above 50°F and falling humidity, and none of them should be applied to a wall that is about to freeze overnight. On exterior work, follow the shade around the building rather than working in direct sun, which skins the surface before the coating can penetrate.

Skipping block filler
Ordinary paint cannot bridge the open pores in a block face. Without filler you get pinholes across the whole wall, you use three times the paint, and the finish still looks rough.
Painting new block too soon
Fresh masonry and mortar are strongly alkaline and stay that way for weeks. Paint applied before the wall has cured gets chemically burned — colour shifts, adhesion fails, and the coating comes off in sheets.
Painting over active moisture
A coating cannot hold back water that is being pushed through the wall. Find the source, fix the drainage, and only then paint — otherwise the film blisters off and takes the effort with it.
Using interior wall paint outdoors
Standard latex has neither the flexibility for masonry movement nor the alkali resistance for cement. On an exterior block wall it will craze and peel within two seasons.
Sealing damp block with a waterproof film on the inside
Trapping moisture inside the block does not stop it — it moves the failure point. The water freezes, spalls the face, and the coating takes the surface of the block with it when it goes.
